About your World-Class Trainer

David Moroney is a partner in the London office of Fulbright & Jaworski International LLP, one of the world’s leading energy law firms. He has over 40 years experience in the structuring, negotiation and documentation of upstream and downstream oil and gas, electricity and mining projects and investments, and related acquisitions, disposals, financings, sales and other transactions, and of the legislative, regulatory and investment regimes and structures required for them, acting for both governments and investors.
His assignments have involved more than 70 countries in Africa, the Americas, Asia, the CIS, Europe and the Middle East, as well as Australia (including the North-West Shelf and Cooper Basin) and the United Kingdom (including the North Sea).
He has advised some of the world’s leading energy and mining companies, and multi-lateral agencies. He has advised governments and agencies of the United Kingdom, the Republic of Ireland, the Philippines, Malaysia, Timor-Leste, Singapore, Indonesia, Russia, Thailand, Tanzania, Bangladesh, Pakistan, Zambia, Vietnam, Kiribati, Belize and Botswana.
His career has been equally divided between industry and private practice.
He has been appointed as an arbitrator and as an expert to resolve disputes.
He is a director of the Association of International Petroleum Negotiators and co-chair of its committee standardising its suite of model petroleum contracts. He is a past chairman of the energy and natural resources section of the International Bar Association, and a life member of the Association.
He has recently advised on upstream negotiations in Iraq, and is currently advising on a multi-country cross-border pipeline, downstream gas distribution regulation in Africa, and a novel offshore gas development in Asia, and is an arbitrator in an offshore gas development construction dispute. Other recent assignments have included multiple acquisitions and disposals in Egypt, Cote d’ Ivoire and elsewhere in Africa; reserve based Islamic financing in the Middle East; construction disputes in West Africa and the Middle East; petroleum revenue fund law development in Central America; gas-fired rural electrification in Tanzania; Libyan EPSA bidding; and the Tangguh and Bayu-Undan offshore gas fields and related LNG projects in Indonesia and the Timor Sea JPDA.
