Public Private Partnership (PPP) Master Class

The Master Class is intended to provide a wide variety of practical knowledge and skills to those engaged in PPP projects including in the following areas:

  • Capacity building
  • Risk appraisal
  • Basics of financial modelling
  • Prioritising the projects
  • Promoting the projects
  • Communication and negotiation skills

Supported by appropriate case studies and group exercises in power, transport (roads, rail, airports,
ports), urban regeneration, real estate, water and sewerage, and environment etc, it will benefit professionals supporting or promoting projects in the market, or those engaged in seeking finance from Multilaterals and Banks and those engaged in bidding or contracting from the private sector.

Case Studies during this 4-day course will be determined according to feedback on Pre-course Questionnaires. These case studies can include:

  • World Bank and PPIAF supported projects
  • US and Caribbean: roads, ports, container terminals, airports and urban regeneration
  • UK: mature PPP
  • Egypt: West Nile and Power & Energy
  • South Africa: Gautrain transport rail
  • Nigeria: Power generation
  • Ghana: Off the start block

Group Exercises would include Project Risk Appraisal, Negotiating for a World Bank Loan, Negotiating for a Bank Support or Loan, Building a PPP Airport or Port, Building a Community Centre or Public Amenity Project.

RECENT PPP PROJECTS AND MARKET EXPERIENCE:

  • Involved in many infrastructure projects worldwide including in Turks & Caicos and Bahamas etc
  • Rolled out PPP Programmes for governments including Cyprus, Montenegro, Albania, Malta, Ethiopia, Egypt, Kazakhstan, Turkey, Romania, Jordan, and Russia at federal level and municipal level
  • Prepared standard PPP Agreements for the Government of Egypt, National Bank of Egypt, and advised on West Nile Irrigation Project
  • Advised Kenya PPP Unit and Lagos State PPP Unit in Nigeria
  • Consulted Nigerian Infrastructure Advisory facility in Abuja on railways concessions, airport projects, roads, ports facilities and new laws and regulations
  • Consulted the Ethiopian Roads authority on the Mombasa–Addis highway
  • Advised embankment dam project in Ghana

COURSE FORMAT
This course will be a highly interactive and participative workshop where participants will be encouraged to discuss their own practice and compare it to others and recognised best practice. Case studies and group exercises will form an important part of the workshop and participants will be encouraged to discuss and reflect on their own organisations practices and ways to improve them.

  11. Implementing and Closing PPPs
  12. Contract Management, Monitoring & Evaluation
  13. Case Studies and Group Exercises

ABOUT THE EXPERT TRAINER

Mr. Marshall Levine, LLB, Bsc, MSc, ACIArb

  • Managing Partner at PPP Legal Advisors and Marshall F. Levine & Associates
  • Solicitor of the Supreme Court of England and Wales
  • 37 years of PPP, Projects and construction law experience

Marshall Levine is the senior partner and hands on advisor to significant infrastructure projects. Marshall Levine is a leading partner specializing in Construction and Project Finance at Marshall F. Levine & Associates, a boutique law practice.

He also runs a PFI/PPP Consultancy business called PPP Legal Advisors advising foreign governments, particularly in Central & Eastern Europe and Africa , and on PPP Projects and programmes in Europe, ,and was a director of IFSL Limited (part of UKTI), a British financial services company, and was part of their City UK Specialist PPP Consultancy group.

He is a former head of Construction and Engineering at Linklaters for 24 years and was also a founder partner of Linklaters PFI/PPP practice when PFI/PPP began in or around 1993 in the UK.

He has specialized in construction, developments and finance, joint ventures, developments, PFI/PPP projects in the UK and internationally and is particularly experienced in drafting tender documents, concession contracts, PPP agreements, design and construction and facilities contracts, dispute resolution and rescues of difficult projects.

He has been involved in schools, roads and rail, ports, marinas, higher education, urban regeneration, prisons, health, power, water and sewage, dams, and local authority. He has also been acting for the Cyprus Government, the Ministry of Transport in Bulgaria, Ghana, Ethiopia roads authority , Kenya, Tanzania, Nigeria Infrastructure Commission, Lagos State PPP Unit, the Government of Kazakhstan , Government of Albania ( roads and tunnels), Government of Turkey, St Petersburg highways, Singapore, Government of Nigeria ,and Greek government on roads, Romania (infrastructure funds), Government of Jordan (infrastructure funds), and Montenegro and the Government of Egypt (schools PPPs), and also in relation to a bus deregulation project in St Petersburg ,as well as development infrastructure projects in Lebanon, Balearic Islands, Prague, Dubai, Budapest, Brno, Malta (accommodation project ) and the Turks & Caicos Islands and a project in Nassau, Bahamas.

The trainer is a solicitor in the UK, practising in building and engineering disputes, and is an accredited Arbitrator and Mediator and trainer. He has written many books on Infrastructure and, construction, insurance and real estate development.
