“Mastering Key Factors for Successful Gas to Power Projects and Power Market Development in Low Oil Price Era”

It is more crucial than ever for energy market participants and policymakers to keep abreast of developments in conventional and unconventional natural gas supplies and delivery options. Gas is increasingly playing a major role in electricity generation and gas-fired technologies such as combined cycle gas turbine (CCGT), which has become the technology of choice in many parts of the world. Understanding the economics of gas-to-power vis-à-vis other generation technologies is pivotal to investment planning, power system economics and policy design.

The workshop aims to provide a comprehensive view of gas/LNG from the context of electricity generation perspective. It will introduce the issues related to global gas developments and how they could impact on regional and local power markets, presenting the question on the role and feasibility of gas/LNG as an alternative fuel in power generation. The critical drivers, generation economics, fuel markets and geopolitical issues, will be examined. The course will focus on the fundamental economics of gas-to-power, other conventional generation technologies, as well as renewable generation such as wind, solar and biomass. Throughout the course, participants will have the opportunity to engage in highly interactive discussions and power investment analysis from the perspective of a gas-to-power project developer.

Practical case examples will be presented and analysed where participants get first-hand experience in carrying out power system planning. The analytical exercises will cover power market dynamics including treatment of system reliability, challenges of developing gas-to-power, and its interaction with the wider installation of renewables and meeting emissions targets. This is not only important for investors to understand but is also essential for policymakers as the energy policies relevant to gas also need to reflect the policy requirements of renewables and carbon emissions.

Last but not least, the course will make use of experience from Latin America to assess where and why gas-to-power projects can succeed.

Course Outline (Day 1-3)

MODULE 1: Role of Natural Gas in Power Markets

CASE STUDY: The case study presents an overview of the impact of shale natural gas and LNG on market trends, with particular focus on coal to natural gas switching in electricity generation.

MODULE 2: Natural Gas-To-Power Technologies and its Main Competition

CASE STUDY: How to use publicly available data to prepare a comparative assessment of the penetration of different generation technologies.

MODULE 3: Power Generation Economics

CASE STUDY: Attendees will be invited to examine the relative economics of natural gas-fired versus coal-fired power generation. The analytical techniques introduced in this module such as levelised cost, project cash flow and return analysis will be applied to this case study.

MODULE 4: Crash Course in System Planning

CASE STUDY: The audience will see how even a simplified least-cost dispatch tool can provide insights into the optimal dispatch and capacity expansion plants for each representative power system.

MODULE 5: Challenges to Deploying Natural Gas-Fired Generation: Other Considerations

CASE STUDY: Having described the IPP roadmap in the workshop, we will place the power sector of different Latin American countries into their wider international context based on the degree of private sector participation and market deregulation.

MODULE 6: What is needed for Gas to Power Projects to succeed in Latin America

CASE STUDY: Split the audience into a small number of teams. Each team will be asked to choose two countries in Latin America, one where natural gas-to-power was successfully deployed and another where it has failed to do so. The teams will formulate logical arguments to explain the outcome in each jurisdiction and suggest how to overcome existing obstacles.

Kim is a partner at K4K Training & Advisory based in Madrid and leads the transactions advisory practice. Kim started his career in economic consulting at London Economics in 1995 and joined the new London office of ICF International in 2000 before joining IPA Advisory in 2007. He has been involved in power and fuel market studies in some fifty (50) countries, covering Europe, the Middle East, Asia, Africa, and Latin America. He specialises in transaction and regulatory support as market and economic advisor for major power developers, power utilities, financiers and fuel suppliers.

From a transaction perspective, he has supported the successful completion of some 41GW and 496MIGD of capacity with a transaction value of some USD24 billion over the past 13 years. This exposure makes Kim keenly aware of the competing interests of different stakeholders, allowing him to manage and engage with multi-disciplinary teams in challenging settings.

Kim was a partner of the Electricity Policy Research Group at the University of Cambridge (UK) and still contributes to industry periodicals, conferences and workshops. He holds a Masters in Economics (with distinction) from the University of London (UK). Kim is bilingual Spanish-English.

Luis has several master degrees in engineering (electrical and systems) and in political science with emphasis in public policies evaluation. He is a specialist from the Harvard Institute for International Development in Public Enterprise Management and has taught energy demand, energy expansion planning and project evaluation courses at Colombian universities.

He served as technical and financial manager in the Bogotá electrical utility and participated as board of director’s member of the ISA interconnection company in steering the planning and implementation of the Colombian energy sector expansion for more than 15 years.

He has an extensive experience in institutional, financial and technical consulting services in the energy sector as well as in anticorruption efforts implementation and public policies evaluation related with conflict prevention through the President’s offices in Colombia (National Rehabilitation Plan and Social Solidarity Fund). He has been an energy sector administrative and financial Consultant for the World Bank in Ecuador, Belize, Saint Vincent and Dominica, IDB in Bolivia and Colombia and the UNDP in Dominican Republic and Colombia, and numerous other public and private entities. Luis is bilingual Spanish-English.
