LNG is the leading fuel of choice to supply the energy needed for the future development. LNG is also becoming feed stock for Petrochemicals, Transportation and Marine fuel source, as well as replacement of Diesel/Marine Gas Oil (MGO). Small to Mid-Scale LNG projects are getting the increased focus and providing many commercial opportunities. To understand and successfully deal with these opportunities among continuously developing challenges, it requires extensive knowledge and understanding of current and future drivers, market trends, regulations, safety and environmental issues, technologies and infrastructure issues which can make or break any project.

Effective training is crucial in today’s fast-paced global energy market. The emerging dynamics and paradigm shifts seen in the energy sector, has become a key issue and it is more crucial than ever for energy market participants and policymakers to keep abreast of the global and local developments. Gas is increasingly playing a major role in electricity generation and gas-fired technologies such as combined cycle gas turbine (CCGT) have become the technology of choice in many parts of the world. Traditional global LNG projects are large-scale and very capital intensive. Recently, small LNG projects have become more prominent. New commercial uses besides power generation like marine and road transportation are rapidly being developed. Understanding the development and economics of small to mid-scale gas/LNG projects and the relevant technology and infrastructure will be vital to assess the prospects of using gas as an alternative fuel or feedstock.

This Master Class aims to provide a comprehensive, practical and in-depth exploration of all the key aspects of Small to Mid-Scale LNG commercialization. It will introduce the issues related to global hydrocarbon developments, new drivers, trends from a complete supply chain point of view, how they could impact on regional and local energy markets, presenting the role and feasibility of gas/LNG as an alternative fuel in power generation as well as land and marine transport etc. Due to capital intensive and long time to completion of large scale LNG, its accessibility would therefore be limited. Small to Mid-Scale LNG plants are used primarily to meet local or regional energy requirements, which have recently been gaining traction in providing gas as alternative fuel. These projects can be brought on line in relatively short period of time, use relatively simple technology, and do not require a very large investment in infrastructure. For example smaller LNG tankers, barges and trucks can bring this fuel to regions that are not connected by natural gas pipelines.

Throughout the course, participants will have the opportunity to engage in highly interactive discussions regarding commercialization opportunities, in small gas/LNG and alternative fuel or power investment analysis. They would learn from the tremendous experience, knowledge, and global industry background of the presenter. Practical case examples will be presented and analysed where participants will get first-hand experience in carrying out investment analytics in the market.

Romel Bhullar is Senior Technical Director and a Senior Fellow, with Fluor Corporation’s office located in Aliso Viejo, California. As part of the energy and chemicals group, he has over 35 years of experience in conceptual development, feed, engineering, construction, commissioning and start up of energy, gas processing, liquefaction, regasification of LNG facilities, pipe lines and infrastructure for both on shore and off shore . His main focus is in solving complex technical process issues, process control, safety, process integration, process automation systems and subsystems, control room and other enterprise integration issues for mega projects.

He has executed multiple number of large and mega size upstream/, midstream /downstream projects for many national and multi-national energy companies like Shell, BP, Texaco, Chevron, Conoco-Phillips, Exxon, ADNOC, GASCO, Santos, WOODSIDE, PETRONAS, ENAGAS, PERTAMINA, PEMEX, SASOL and TOTAL globally, including some here in South America. His recent project involvement and experience include GASCO, and Umm Lulu for ADNOC in Abu Dhabi both on shore and offshore, Woodside, Browse and Santos in Australia, Petronas in Malaysia and Anadarko in South Africa. He is currently technical advisor, on Fluor’s team to Asia’s newest LNG trading terminal in Singapore for SLNG which is in start up phase.

He has authored several dozen articles in the areas of advanced process control, process safety, process automation and integration in major national and international professional magazines. He has made presentation in major technical conferences globally and has conducted training and technical workshops globally.

He holds a post graduate degree in Chemical Engineering from University of Southern California, an Advanced Computer Engineering from University of California, and MBA from National University in San Diego. He is also a Fellow of ISA, USA and a licensed professional engineer registered in the State of California, USA.
