The Active New PPP Markets
There has been a big increase of interest in Public Private Partnerships (PPPs) in emerging markets away from the traditional and established markets of UK, Canada and Australia. Governments in Africa, parts of South-East Asia and the Middle East are increasingly turning to this procurement model as an avenue to address huge infrastructure deficits. New PPP Laws and Acts have been introduced by Governments as far afield as Vietnam, Uganda and Dubai in recent months. Governments tend to favour the discipline of PPP delivery, through the use of private finance over state funding as one of the most effective ways to harness the expertise of the private sector.
This creates substantial opportunities for various private sector stakeholders including lenders, construction companies, transaction advisors, infrastructure funds and law firms. PPPs are popular within the social infrastructure, transport and utility sectors etc, which translate to a wide variety of projects such as street lighting, IPPs, airports, hospitals, schools, universities, roads, metros, housing, convention centres, and waste to energy projects. All these, when properly structured, can be procured by PPP, each with varying levels of complexity.
The Challenges
However, some of the most pressing issues and real challenges the emerging PPP market faces is the lack of bankable PPP projects, i.e. well-structured projects that can attract finance as well as the ability to effectively design, implement and regulate PPP programmes. PPP projects are complex and in order to prevent failure and ensure success, capacity building is key for PPP projects.
This Course and The Site Tour
This course responds to and addresses these issues, providing a forum to share knowledge, practical transaction experience, and illustrate proven techniques to aid the structuring and financing of successful PPP projects.
There will be a full day site tour visiting the sites of two PPP projects within the Social Infrastructure sector (specifically in Education and Housing), one of which will be the subject of a detailed case study as part of the training session. The case study will highlight the key structuring and bankability issues, and how these were resolved, giving participants the opportunity to relate to own projects and take away key learning points.
Training will be led by experienced practitioners in this field, providing a comprehensive and detailed learning experience incorporating interactive discussions, working groups and case studies.

Ebere Ihetu is the Managing Director and founder of ENA Consulting in Dubai, a specialist PPP financial advisory firm, and has over 15 years’ professional experience in the PPP and Infrastructure sector. Prior to founding ENA, he was part of the project finance team at Standard Chartered Bank, Dubai.
He began his career with Ipco International in Singapore, where he built financial models for project finance deals within the utility sectors in South-East Asia. Thereafter, he focused his attention on the UK market where he has worked for a number of notable participants in the PPP sector including Mowlem, Grant Thornton, IKB Deutsche Industriebank, Santander and Suez Environment.
Ebere gained his diverse experience through working on the equity & developer side, financial advisory and debt funding of projects and has closed PPP deals in the UK and Middle East. His transaction record is equally diverse and includes renewables, social infrastructure, transport and utilities, with a cumulative capital value of over USD 10bn.
Ebere holds an MBA from the University of Leeds, a Postgraduate Diploma in Accounting and Financial Management from the University of Essex, a BA (Hons) in Economics and Business Administration from Oxford Brookes University and a Diploma in Islamic Finance from CIMA, UK.
Andrew Ward is project finance and infrastructure specialist with over 11 years’ experience of Infrastructure and PPP projects. He has helped clients raise in excess of $10 billion of project finance both through bank debt and capital markets to fund economic and social infrastructure projects in the UK, Australia and the Middle East.
Andrew has led project teams on some of the largest and most complex project finance and PPP deals in the market. Working with both private and public sector clients, these deals have incorporated developing innovative and bespoke funding solutions, as well as developing and integrating new market practice and standards.
Prior to his current role at Affric Infrastructure Advisory, Andrew was a key member of the Ernst & Young Infrastructure Advisory team with responsibility for the strategic planning and business development for the infrastructure business in the UK and Western Australia. Andrew has also worked as part of Barclays Bank Plc’s Corporate Finance team in the UK.
