The course in “Infrastructure Financing and Public Private Partnerships“ offers insights in the complexity of large scale infrastructure projects by using an interdisciplinary approach to explain the impact from various perspectives of different stakeholders. The full course will be offered in four days from the 27th of August to the 30th of August 2013.
The Chair of Construction Economics at Bauhaus-Universität Weimar aims to develop management practices for managers at all levels and in all spheres of the built environment – be it from the side of the public authorities, designer, contractor, financing institutions or user. It also aims to equip professionals in the industry with some of the necessary background to understand the challenges of the construction environment and related economic terms.
The purpose of this course in Infrastructure Financing and PPP is to provide course participants with an understanding of the concepts and characteristics of different kinds of infrastructure procurement and financing considering the need for the development of economic sustainable infrastructure projects.

The trainer is
- General Manager and Founder of Alfen Consult GmbH in Weimar, a consulting company that offers economic, financial and management advice for infrastructure project development and implementation as well as
- University Professor for Construction Economics at the Faculty of Civil Engineering of “Bauhaus-Universität” Weimar (Germany).
In total 25 years of professional experience in the design, financing, construction, maintenance and operation of infrastructure projects in about 25 countries in Africa, Asia, Europe and Latin-America, in the fields of infrastructure project development and finance, construction and risk management as well as management of construction companies, with responsibility for consulting services for as well as project development, financing/investment and implementation of major complex privately financed infrastructure projects in all kind of sectors and sub sectors where PPP/BOT/Privatization is relevant.
Teaching and research mainly in the fields of real estate and infrastructure project development, project finance, infrastructure funds, facility management, public private partnerships, BOT-concessions and other models of private infrastructure finance (life cycle approach), privatization of public utilities, risk- and contract management, management of construction companies.
Specific project work comprising institutional strengthening and training, reorganization, commercialization and privatization of public utilities mainly in the transport sector, technical planning and design, construction supervision, legal and economical structuring, business and corporate planning, structured and project finance in relation to privately financed infra-structure projects. Member of supervisory board in several special purpose companies.
Tasks within overall company management were ranging from strategic planning, organizational aspects, contract matters and joint ventures to management of personnel, public relations and financial controlling.
